1974 Charter

TO ALL AND SINGULAR to whom these Presents shall come.

Sir Anthony Richard Wagner Knight Commander of the Royal Victorian Order, Garter Principal King of Arms, John Riddell Bromhead Walker, Esquire, Member of the Royal Victorian Order, upon whom has been conferred the Decoration of the Military Cross, Clarenceux King of Arms and Walter John George Verco, Esquire, Commander of the Royal Victorian Order, Norroy and Ulster King of Arms send greeting WHEREAS it has been represented Unto Us that by Letters patent under the hands and Seals of Garter Clarenceux and Norroy Kings of Arms bearing date the Twenty-first day of October 1913 certain Armorial Bearings were granted and assigned unto the Mayor, Aldermen and Burgesses of the Borough of Llanelly and that by further Letters patent under the hands and Seals of the said Kings of Arms bearing Date the Twenty-second day of October 1913 a Device or Badge was granted and assigned unto the said Mayor, Aldermen and Burgesses of the Borough of Llanelly that pursuant to the provisions of the Local Government Act 1972 a body corporate in deed and in Law has been duly constituted by the Name of Llanelli District Council That Her Majesty the Queen has been graciously pleased by Charter bearing date the Fifteenth day of May 1974 to grant and declare that the District of Llanelli shall have the status of a Borough and by Order in Council made the Sixteenth day of April 1975 to authorise the BOROUGH COUNCIL OF LLANELLY to bear and use the Armorial Bearings lawfully borne and used before the First day of April 1974 by the corporation of the Borough of Llanelli, provided the same be first exemplified according to the Laws of Arms and recorded in the College of Arms, such authority otherwise to be void and of no effect. Know ye THEREFORE that We the said Garter, Clarenceux and Norroy and Ulster Kings of Arms, in obedience to the Royal Command and by virtue of the Letters patent of Our several Offices to each of Us respectively granted do by these Presents exemplify unto thee LLANELLI BOROUGH COUNCIL the Arms following that is to say:-

PER CHEVRON ARGENT AND GULES IN CHIEF TWO LYMPHADS SABLE AND IN BASE A FIGURE REPRESENTING SAINT ELLI OF THE FIRST And for the CREST ISSUANT FROM A MURAL CROWN PROPER TWODRAGONS WINGS GULES EACH CHARGED WITH A FESS CHEQUEY OR AND AZURE Mantled Gules doubled Argent, as the same are in the margin hereof more plainly depicted And by the Authority Aforesaid We do further exemplify the following Device or Badge that is to say:-

IN FRONT OF THE TWO MINERS’ PICK-AXE IN SALTIRE AND WITHIN A STEPNEY MOTOR-WHEEL A WOODEN BOX CONTAINING A SHEET OF TIN PLATE ALL PROPER, as herein depicted the whole to be borne and used for ever hereafter by the Llanelli Borough Council on its Common Seal or otherwise according to the Laws of Arms

IN WITNESS whereof We the said Garter, Clarenceux and Norroy and Ulster Kings of Arms have to these Present subscribed Our names and affixed the Seals of Copy 1974 Charter.

Our Several Offices this Second day of April in the Twenty-fifth year of the Reign of Our Sovereign Lady Elizabeth the Second by the Grace of God of the United Kingdom of Great Britain and Northern Ireland and of Her Other Realms and Territories Queen, Head of the Commonwealth, Defender of the Faith and in the year of Our Lord One thousand nine hundred and Seventy-six.
